Country Programme Document (CPD)

The Country Programme Document outlines the areas of cooperation between Kuwait and UNDP and for a five year period from 2008 till 2012. This document is the result of wide ranging consultations between UNDP on one hand and the national stakeholders in Kuwait including Government entities, civil society and academia on the other. A joint team was established composed of members from the Ministry of Planning as the primary national counterpart, and UNDP to undertake the preparation process for the CPD which included the wide range consultations with national stakeholders. The CPD, which was approved by UNDP’s Executive Board in September 2007, reflects the country’s development priorities and the critical challenges that can be addressed through UNDP support utilizing its comparative advantage as an honest and impartial development broker.

The CPD addresses the following national priorities:

Governance and Development Planning

Covers improving the efficiency of the public sector; promoting transparency and fighting corruption; development of national strategies for e-governance; parliamentary development and support to national planning institutions.

Gender and Social Development

Covers enhanced participation of women in economic and political activities; strengthening educational institutions dealing with childhood learning challenges; promoting youth participation in all civic aspects; and civil society empowerment.

Economic and Private Sector Development

Covers promoting the diversification of the national economy and enhancing the role of the private sector in economic development.

Environmental Sustainability

Covers building the institutional capacity of the national environmental institutions to enable them to carry out their mandate; and promote compliance with environmental regulations by both public and private institutions.
