The United Nations Country Team in Kuwait works together to support the Government of Kuwait in meeting its national development goals, which were recently summarized by the Council of Ministers in the following 'Strategic Vision of Kuwait':
"Kuwait is a financial and commercial center, attractive to investors, where the private sector is leading the economy, creating competition and promoting efficiency, under the umbrella of enabling government institutions, which accentuate values, safeguard social identity, and realize human resource development as well as balanced development, providing adequate infrastructure, modern legislation and inspiring business environment."
In line with its expertise, the United Nations Country Team in Kuwait focuses in particular on supporting Kuwait institutions on the 'human' side of the development agenda, by prioritizing activities that can make an impact not just on how much economic wealth is generated, but also on how that economic wealth is mobilized and invested to better people’s quality of life through education, healthcare, and a vibrant and diversified private sector which provides attractive and sustainable job opportunities.
The United Nations Country Team members have grown in the past year with the addition of the World Bank and the United Nations Human Settlements Programme (UNHABITAT), both of which opened resident offices in Kuwait in 2008. These newest members of the Kuwait UNCT join the United Nations Development Programme (UNDP), the UN High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO) and the International Organization of Migration (IOM), all of which have been resident in Kuwait for many years.
The United Nations Country Team focuses on issues of common purpose where the agenda and scope of agencies' competencies coincide and where impact and development results can be greatly enhanced through common action. The two main themes for the UNCT in Kuwait in 2008 are promoting Gender Equality and promoting Fair Labour Policies and Practices. The Gender Thematic Group works together to ensure the mainstreaming of gender into the programmatic interventions and priorities of all of the agencies work in Kuwait and jointly sponsors national level advocacy and awareness raising events, such as the Family Law campaign conducted earlier in the year. In the Labour area, the UN Country Team, through the representation of the International Organization of Migration, serves as a co-secretariat of bi-monthly labour meetings.
The United Nations Resident Coordinator leads the UN Country Team and is the designated representative of the United Nations Secretary-General for development operations. In the case of Kuwait, the United Nations Resident Coordinator is also the UNDP Resident Representative.

UNCT Activities
Due to its Net Contributor Country (NCC) status, the limited and specialized presence of UN Agencies in Kuwait, and the limited funding available to those agencies, the UNCT in Kuwait does not have a harmonized programming framework. Instead, the UNCT meets monthly to share programmatic developments and information, coordinate activities, and provide mutual support. |
The UNCT works jointly as a team on issues of common interest, most notably, on labour and migrant worker issues. Team work includes joint UNCT meetings with relevant Ministers, and joint organization and conduct of training workshops on labour – related issues through pooling of agency expertise, knowledge and financial resources.
All UNCT agencies in Kuwait are now located at the United Nations House, built and donated by the Government of Kuwait, to show its appreciation and support to the United Nations. This extraordinary building opened in January 2009 and now hosts all of the resident agencies together in one place. |

UN Day Celebration of Kuwait UNCT
The United Nations Day celebrations 2011 commenced in Kuwait's Country Office on October 19th, 2011. The event marked the 66th anniversary of the organization's existence and was the first official celebration worldwide. UN Day 2011 in Kuwait was opened by Dr. Adam Abdelmoula, UN RC / UNDP RR, and included speeches from the State Minister of Planning and Development, H.E Mr. Abdulwahab Al-Haroun and the Undersecretary to the Minister of Foreign Affairs (Acting Minister), H.E Mr. Khaled Al-Jarrallah, and. The attendees comprised two more Ministers: The State Minister of Municipalities, H.E. Dr. Fadil Safar, and the Minister of Health, Dr. Hilal Al-Sayer. More than 450 people attended the Reception, encompassing the entire 108 diplomatic missions accredited in Kuwait in addition to CSOs leaders, Counterparts, Government Officials, media personnel and the UNCT staff members.
The UN House in Kuwait is a state of the art building, for the event sky lights were used to give it a unique look and a beautiful ambiance, we also offered our guests a beautiful buffet and savored their evening with five different live cooking stations from the five continents. At the end of the evening we offered everyone flower pots on their way out as a souvenir for the day.

Ms. Valerie Amos, USG for Humanitarian Affairs and Emergency Relief Coordinator opened the Kuwait Information sharing conference and discussed the Horn of Africa crises
" With the assistance of the RC office in Kuwait, The Second Annual Conference on Information Sharing for Better Humanitarian Action 2011, a high level event gathering major players in the humanitarian arena, was opened on 12th September at the headquarters of the International Islamic Charitable Organization (IICO) in Kuwait under the auspices of HE the Deputy Prime Minister and Minister of Foreign Affairs of the State of Kuwait, Sheikh Dr. Mohammad Sabah Al-Salem Al-Sabah. The event, which runs over two days (12 and 13 September) has been organized by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in cooperation with IICO and Direct Aid.
"2011 has been an extraordinary year, presenting aid workers with unprecedented challenges – many of them in the Islamic world. Effective partnership means working closely together to identify needs and determine ways to best meet them for the benefit of the affected communities. Kuwait has provided excellent leadership and built on the outstanding start made by Oman which hosted the meeting that established the Regional Humanitarian Information Network," Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Ms. Valerie Amos said at the conference opening on s12 September.
In view of the worsening food crisis affecting 13.3 million people in the Horn of Africa, the conference devoted an entire day to raising awareness about the crisis and discussing ways of cooperation. It provided an opportunity to those directly involved in or affected by the East African food crisis to brief participants on the situation on the ground and highlight the required coordinated response.
"Information sharing is extremely vital for humanitarian action. It guarantees better coordination and more effective response and helps overcome the risk of duplicating relief efforts," said Dr. Abdellah Maatooq al Maatooq, Chairman of IICO and Advisor to H.H the Amir.
During the workshop, participants from the United Nations, Government Entities, Diplomatic Missions and various local, regional and international organizations discussed information sharing and ways of strengthening partnerships between humanitarian organizations. "

Study tour to Holland & Belgium
IOM Kuwait has organized a study tour for 10 Kuwaiti Officials to visit 3 Shelters of Victims of Trafficking in Holland & Belgium from 20 to 22 June 2011. In addition to the tour, the Kuwaiti officials, who represent Ministry of Foreign Affairs, Social Affairs & Labor, Interior & Health met with the Dutch government officials in the Ministry of Foreign Affairs, Justice & Interior. Also, they met with the National Rapporteur on Trafficking in Human Beings in the Hague & IOM the Hague Chief of Mission.

Under the Patronage of the Interior Assistant Under Secretary for Education & Training Affairs, Maj. Gen. Workshop on “Sponsor System: Opportunities & Challenges”
IOM Kuwait has conducted a regional workshop from 10 to 12 January 2011 under the auspices of the Kuwaiti Minister of Social Affairs and Labour to bring together government representatives from the six Gulf Cooperation Council (GCC) countries to discuss alternatives to the current sponsorship system. Participants identified best practices from the GCC and other regions in order to maximize the benefits of labour mobility for governments, employers, contractual workers and their families in the countries of origin. The workshop was attended also by various Ambassadors and Government Officials, media representatives and the UNCT Members headed by the Resident Coordinator, Dr. Adam Abdelmoula and prepared by Ms. Iman Ereiqat, Head of IOM office in Kuwait.

Kuwait presented to UN programs around 1.7 million dollars
According to H.E Amb. Mansour Al-Otaibi (Kuwait Ambassador to UN) told the conference that Kuwait presented to UN programs around 1.7 million dollars were distributed among various United Nations programs is the program (UNDP) 570 thousand dollars and (Human settlements) to the 348 thousand dollars and (Children - UNICEF) 200 thousand dollars Finally, the United Nations Program for the (environment) 200 thousand dollars.
Al-Otaibi also said, Kuwait also provided a range of contributions to multiple funds belonging to the UN's fund (emergency response) 300 thousand dollars and (UNIFEM) 20 thousand dollars and (victims of torture) 10 thousand dollars and (for population) 10 thousand dollars and finally Nations Fund United (against the misuse of drugs) five thousand dollars. He also noted, to make voluntary contribution of Kuwait to the United Nations Institute for Training and Research amounted to 20 thousand dollars.

The UN Agencies thank Kuwait Government for $250,000 contribution to Pakistan
The UNDP and the UNICEF expressed gratitude to the Kuwaiti Government for contributing $250,000 to assist Pakistan coping with the devastating floods, announced on 17th Dec. In a letter to the Kuwaiti Government, UNDP Executive Director Helen Clark stressed the strengthen of its tight partnership between Kuwait and the UN in general and UNDP in particular. Kuwait's contributions to both UNDP and UNICEF are part of the larger $10 million Kuwait granted to the Government and people of Pakistan in response to the flood.

UNCT Kuwait Contribution to improve the technical capacity of Somali students living in Kuwait
In a joint initiative UNCT Kuwait and Al-Salam Center for Strategic Studies and Development, launched a project aimed at supporting and improving the technical capacity of Somali students living in Kuwait after graduation from secondary school, and assist in developing their human resource capacity with specialized technical qualifications to enable them to meet the requirements of the local labor market, and raise awareness of the importance of skills development which would contribute to reducing the negative effects of widespread unemployment for graduates from secondary school. On behalf of the UNCT, Dr. Adam Abdelmoula declared that The United Nations in Kuwait would contribute $20.000 for providing academic scholarships to Somali students in Kuwait. Dr. Ghanim Al-Najjar confirmed that investing in Somali Students is an investment in the global peace, and is a dream come true.

Who Moved My Cheese? Change Management Skills Training
Ms. Maria Borges, UNAMA - Chief Training Officer (Kuwait) initiated a Change Management Skills Training for the UNCT.
Background:
The simple story of Who Moved My Cheese? reveals profound truths about change that give people and organizations a quick and easy way to succeed in changing times.
Who Moved My Cheese? is an enlightening story of four characters who live in a "Maze" and look for "Cheese" to nourish them and make them happy. Two are mice named Sniff and Scurry, and two are mouse-size people named Hem and Haw.
"Cheese" is a metaphor for what you want to have in life - whether it is a good job, a loving relationship, money, a possession, health, or spiritual peace of mind. And "The Maze" is where you look for what you want - the organization you work in, or the family or community you live in.

The UN Day 2010 celebration
The United Nations in Kuwait hosted a reception to mark the 65th anniversary of the United on Sunday 24 October 2010. The reception was attended by the guest of Honor; Sheikh Dr. Mohammed Sabah Al-Salem Al-Sabah, The Deputy Prime Minister and Minister of Foreign Affairs as well as large of number of leading officials of Kuwait Foreign Ministry along with different Kuwait dignitaries and members of the diplomatic corps, ambassadors, journalists and representatives of various non-government organizations attended the event, which was held at the UN House. In his opening remarks, Dr. Adam Abdelmoula, the UN Resident Coordinator and UNDP Resident Representative in Kuwait, delivered The UN Secretary General Ban Ki-Moon statement followed by the United Nations Country Team remarks (add a link for the attached speeches). Sheikh Dr. Mohammed Sabah Al-Salem Al-Sabah, took over the floor with a pleasant and promising speech.

Making Cities Resilient campaign launched in the Arab region
Kuwait joined the regional launch of the World Disaster Reduction Campaign “Making Cities Resilient” yesterday at a ceremony in the margins of the General Assembly meeting of the Kuwait Arab Towns Organization, Over 100 local governments around the world have already joined the campaign.
The campaign was officially launched in the Arab region by Margareta Wahlström, Special Representative for the Secretary-General on Disaster Risk Reduction, followed by a roundtable discussion of the Arab cities participating in the campaign In this context, Ms. Wahlström met with H.E. Dr. Fadel Safar Ali Safar, Kuwaiti Minister of Municipal Affairs and senior officials from the Ministry of Foreign affairs to discuss cooperation on the campaign in the Arab region. “This is the first time that the campaign has been launched in the Arab region”and “It is the third regional launch to take place this year.” Ms. Wahlström named H.E. Tamer Al-Hajjeh, Minister of Local Administration, the newest Campaign Champion in a statement, and he is expected to promote the campaign along. The ceremony took place ten days before the International Day for Disaster Reduction, which falls on 13 October.
The two-year campaign, Making Cities Resilient: My City is Getting Ready! urges leaders and local governments to commit to a checklist of “Ten Essentials” that will make their cities more resilient. Among others, the ten actions include reinforcing drainage systems to reduce flood, storm and health threats; installing early warning systems; conducting public preparedness drills; and taking measures to adapt to the increasing impacts of climate change.
Ms. Wahlström, also visited the UN House and met Dr. Adam Abdelmoula, the UN Resident Coordinator and the UNCT.

Urban Observatory Workshop
UN-HABITAT Office for Arab Cities in Kuwait in cooperation with Kuwait Municipality organized an Urban Observatory Workshop that was attended by 16 speakers and participants representing various governmental sectors in Kuwait, such as Kuwait Municipality, Ministry of Energy & Water, Ministry of Interior, the General Organization for Civil Information, the Secretariat for the national Planning and Development Council, Ministry of Health and the Ministry of Education. The Workshop aimed to increase urban knowledge at regional and local levels, as well as to introduce and familiarize the allocated team working on the Urban Observatory for Kuwait Municipality with the main guidelines and proper methodology used to structure an efficient and well designed Urban observatory. The workshop was inaugurated by UN HABITAT Head of Mission, Dr. Tarek El-Sheikh and Director of Kuwait Municipality, Eng. Ahmed Al-Sabeeh.

The UN High Commissioner for Human Rights visit to the State of Kuwait
As part of a 10 days mission to all the six Gulf Cooperation Council Countries, the UN High Commissioner for Human Rights, Ms. Navi Pillay and her accompanying delegation visited the State of Kuwait for the first time from 20th till 21st April 2010. This is the first visit ever of a High Commissioner for Human Rights to Kuwait.
During her visit, Ms. Pillay met His Highness The Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, and His Highness the Crown Prince, Sheikh Nawwaf Al-Ahmed Al-Jaber Al-Sabah, The Speaker of Parliament HE. Mr. Jassem Al-Kharafi, The Deputy Prime Minister and Minister of Foreign Affairs, HE. Sheikh Dr. Mohammed Sabah Al-Salem Al-Sabah, The Minister of Social Affairs and Labour, HE. Mohammed Mohsen Al-Ifasi, The Minister of Education and Minister of Higher Education HE. Ms. Moudi Abdul Aziz Al-Hmoud, as well as other Senior Officials.
Ms. Pillay also attended a meeting on Wednesday 21st April 2010, with Civil Society Representatives organized by the United Nations Resident Coordinator's Kuwait office and facilitated by Dr. Ghanim Al-Najjar, Kuwaiti Expert in Human Rights and a Professor of political Science at Kuwait University. Dr. Tarek El-Sheikh, the Chief of UN-Habitat and the Resident Coordinator (a.i) and the United Nations Country Team welcomed Ms. Pillay, her delegation and NGOs that attended the meeting. UNDP Resident Representative visits the Deputy Prime Minister and Minister of Foreign Affairs to present his credentials
The Resident Representative of the United Nations development Programme in Kuwait, Dr. Adam Abdelmoula, met with the Deputy Prime Minister and Minister of Foreign Affairs, Sheikh Mohammad Ahmed Al-Nasser Al-Sabah to present his credentials for his newly appointed role. During a short discussion, Sheikh Mohammad thanked the programme for their developmental efforts and achievements in the state of Kuwait, and encouraged more developmental projects that will benefit the Kuwaiti society.

The President of the General Assembly visit to the UN House
As part of a tour to the GCC and Europe, Dr. Ali Abdussalam Al-Treki, President of the UN General Assembly visited the State of Kuwait from 10th till 12th April 2010. During his visit Dr. Al-Treki met high level Kuwaiti Officials including HRH. The Amir of Kuwait, The Prime Minister and the Minister of Foreign Affairs. Dr. Treki also visited the UN House where he met with the UN Resident Coordinator Dr. Adam Abdelmoula and the UNCT members. Dr. Al-Treki toured the UN Premises, a-state-of-the-art building donated by the Government of the State of Kuwait to the United Nations. He commended Kuwait for its generous contributions to the UN, especially its most recent $40 million donation to Haiti.

Workshop on International Refugee law
The United Nations High Commissioner for Refugees held a workshop on 16 March 2010 titled “International Refugee Law” with the participation of the Ministry of Foreign Affairs and UNDP. The UNDP Resident Representative and United Nations Resident Coordinator, Dr. Salah Bourjini in the opening of this workshop drew the attention to the positive and important role that the high commissioner for refugees was playing in the humanitarian field since its establishment in 1950. He also added that the work of this UN agency shows constant progress and succeeded to get the public to the needs of this category of people, most of them living in refugee camps.

The Kuwait Municipal Dialogue Forum
UN Habitat-Kuwait, in partnership with the Kuwait Municipality organized a two day workshop entitled “Kuwait Municipal Dialogue” and sponsored by Dr. Fadel Ali Safar, Minister of Public Works and Minister of State for Municipal Affairs. The UNCT supported Dr. Tarek El Sheikh to have a successful opening ceremony and though out the event. A big number of high officials from the government of Kuwait as well as NGOs, Embassies, Private Sector and the Mass Media attended the event . Our Resident Coordinator Dr. Salah Bourjini had a closing speech where he launched the joint programme on the Municipality between UNDP and UN-habitat.

Sahara Resort Kuwait Contribution to Haiti Relief
Sahara Resort Kuwait announced an initiative among the their staff to collect donations to contribute to the relief efforts in the State of Haiti hit by the recent devastating earthquake claimed the lives of many of its residents. In order to achieve human communication, The General Director of Kuwait desert resort Hassan Baerli visited the Resident Coordinator of the United Nations in Kuwait, Dr. Salah Bourjini, to hand him over the amount of contributions. For his part, Dr. Bourjini praised this humanitarian initiative.

Official visit of Mr. Ad Melkert, Special Representative of the United Nations Secretary General for Iraq to Kuwait
The United Nations Resident Coordinator Office in Kuwait and Mr. Raja the Chief of the United Nations Assistance Mission to Iraq hosted a reception on the occasion of the official visit of Mr. Ad Melkert, the Special Representative of the United Nations Secretary General for Iraq to Kuwait at the UN House on 27 January 2010, Foreign Ambassadors, Government officials and the UNCT attended the cocktail reception.

IOM Office Kuwait organized 3 days workshop on Counter Trafficking Issues for the Judiciary Officials in Kuwait, The Resident Coordinator had an opening speech with the attendance of the Prime Minister Deputy & Minister of Justice, Heads of UN agencies and the Director of Kuwait Institute of Judicial & Legal Studies, the Dutch Ambassador, diplomatic missions & international Organizations accredited in Kuwait. A number of media representatives were invited to cover the event.
