We help countries strengthen their electoral and legislative systems, improve access to justice and public administration, and develop a greater capacity to deliver basic services to those most in need. UNDP Kuwait and Democratic Governance
The Second Country Cooperation Framework between the State of Kuwait and UNDP for the period (2002-present) witnessed numerous interventions to strengthen public administration reform. Particularly, emphasis has been given to institutional and individual capacity building through enhancing the planning, judiciary and state audit functions. UNDP Kuwait has supported the Supreme Council for Planning and Development in the formulation of the National Development Plan. UNDP Kuwait has supported the General Secretariat of Supreme Council for Planning and Development in the formulation of the strategic vision and first five year development plan for the State of Kuwait. Performance management has been enhanced through replicating performance measurement systems across a number of ministries. UNDP Kuwait also continues to support e-government initiatives through promoting greater use of Information and Communication Technologies (ICT) to automate key government institutions.
UNDP Kuwait has supported Kuwaiti women to enter the political sphere after acquiring their political rights in May 2005 through a series of awareness campaigns and capacity building workshops. UNDP has recently launched the equitable political participation project.
The State of Kuwait’s ratification of the United Nations Convention against Corruption (UNCAC) in 2007 marked a major cornerstone instigating a few initiatives in UNDP Kuwait to promote and exchange knowledge on the implementation of the UNCAC. A comprehensive programme is underway in the upcoming Country Programme (2009-2013) to support the implementation of the UNCAC.

UNDP supports the State of Kuwait in Strategic Planning
The General Secretariat of the Supreme Council for Planning and Development spearheaded a long term strategic planning process in 2007 to address the vision of HH Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and the changing international and regional political, economic and social context.
The formulation process started in 2007 bringing in the expertise of UNDP, World Bank, Korean Development Institute and tapping into growing national talents. The General Secretariat has successfully developed a long term strategic vision till 2035 for the State of Kuwait and recently in October 2008 submitted to the National Assembly for approval the first five year strategic plan for the period 2009/10-2013/14.
UNDP stepped up to the support of the Supreme Council for Planning and Development with teams to advise the General Secretariat across all disciplines in the formulation of the strategic vision and five year strategic development plan. From economists to education and health management experts, UNDP team provided analysis and advisory support to the General Secretariat to formulate and evaluate proposed programmes by government institutions, private sector and civil society organizations. The strategic plan formulation process also built extensively on quantitative planning tools which have been established by UNDP at the Supreme Council for Planning and Development.
The formulation process has been successful so far with its' extensive participatory and iterative approach. The General Secretariat of the Supreme Council of Planning and Development and technical advisory teams met with all government institutions, private sector representatives and civil society organizations to solicit and discuss their views and proposed programmes. The people of the Kuwait a wait in anticipation of the verdict of the National Assembly over the proposed national development plan which poses a pronounced change in the direction of state management in Kuwait.

Information and Decision Support Secretariat in the Council of Ministers obtains the ISO 9001: 2000 certification
In the sphere of efforts to enhance the organisational capacities of government institutions in the State of Kuwait, the Supreme Council for Planning and Development and UNDP supported the Information and Decision Support Secretariat within the Council of Ministers in the State of Kuwait to obtain the ISO 9001: 2000 certification. The project which started in 2004 undertook several stages including comprehensive organisational reviews, training and system implementation and final ex-post reviews for the ISO certification. After obtaining the ISO certification, the Council of Ministers is now underway to enroll national cadres into the International Registrar for Certified Auditors. More.... |
